病案管理的重要性可想而知。医院信息管理不仅要求病案管理部

病历档案是科技档案的一种，在我国统称病案，是患者在医
院诊治疾病的过程由医务人员记录其诊治过程中的各种临床资料
集合，具有重要的科学和档案价值，体现了医生和医院的临床诊
疗水平。病历档案管理是档案管理学中一个边缘学科，主要通过
信息化技术对患者出院后病历档案资料进行编码、索引、存储保
管和统计分析等工作，为医院管理、临床科研提供基础数据
[1]
。
近些年来以疾病诊断相关分组（diagnosis related groups，DRGs）
新医改形势下医院病历档案管理创新方法探究

【摘要】 近些年，随着以疾病诊断相关分组付费模式和公立医院绩效考
核为核心措施的新医改不断深入，病历档案已经成为医院管理的重要
信息来源依据，但传统病历档案管理已难以适应新医改形势下医院管
理转型升级的需要。如何加快病历档案管理创新以适应新医改的要求，
是病历档案管理人员需要思考的重要问题。文章阐述了病历档案管理
在新医保改革形势下对医院管理升级的重要性，分析传统病历档案管
理模式无法满足新医保改革要求的表现及产生原因，并从完善管理制
度、升级管理手段和方式、提高人员业务水平，加快管理模式转型等
方面提出解决对策，旨在为促进新医改形势下病案管理的转型和升级
提供更多的创新思路。

Exploration and Innovation on Management of Medical Records Under
the New Health Care Reform Situation

[Abstract] In recent years, with the deepening of the new medical reform
which takes the disease diagnosis related group payment mode and the
performance evaluation of public hospitals as the core measures, the
medical record file has become an important source of information for
hospital management, but the traditional medical record management has
been dicult to adapt to the needs of hospital management transformation
and upgrading under the new medical reform situation. How to speed up the
innovation of medical records management to adapt to the requirements of
the new medical reform is an important issue for medical record managers
to think about. This paper expounds the importance of medical records
management in hospital management upgrading under the situation of new
medical insurance reform, analyzes the performance and causes of the
traditional medical record management mode can not meet the requirements
of the new medical insurance reform, and puts forward countermeasures
from improving the management system, upgrading the management
means and methods, improving the personnel business level, accelerating
the transformation of the management mode and so on under the situation
of medical reform, the transformation and upgrading of medical record
management provide more innovative ideas.
